A stencil of the Statue of Liberty’s head and shoulders, but Lady Liberty is blindfolded and gagged by a U.S. flag. Stenciled text in Spanish, oriented vertically at 90 degrees says: “NO AL ESTADO POLICIACO.” (No Police State).
