Sanctuary Cities NOW

 

The words “Sanctuary Cities NOW” frame a black and white urban scene. Silhouettes of tall buildings, skyscrapers, then dark houses with lit windows are featured in the background. In front of them, a crowd of some six or seven people dressed in black cloaks and scarves, referencing 19th century immigrants. In the foreground, two black arms enclose and embrace the scene, as if protecting the wretched huddled masses.
